NOTICE OF INTENT TO INCREASE EXISTING AND CREATE NEW FEES FOR BUILDING PERMITS, PLAN REVIEWS AND RELATED SERVICES

The Huachuca City Town Council will consider implementing a new schedule of fees for building permits and related services at its meeting on Thursday, December 11, 2025, at 6:00 pm, at Town Hall located at 500 N. Gonzales Blvd, Huachuca City, Arizona. The proposed fee schedule is attached to this notice and posted on the homepage of the Town’s website: https://huachucacityaz.gov/

Reasons for considering these increased and new fees:

Pursuant to A.R.S. 9-467, the Town is authorized to require building permits and to charge applicants to recover the reasonable costs associated with reviewing plans and issuing permits. Since the Huachuca City Building Department fees have not been amended in 10+ years, a review of the fees was requested to ensure that the Town was attempting to recover all of its costs for providing the required services. After a review of the area jurisdictions, it was determined that the basic fee chart is in line with the other jurisdictions; however, it needed to be simplified. The proposed chart provides for precise fees at all incremental valuations, with negligible changes to the overall fees. Also, to simplify the fee schedule, several flat rates are being proposed. These fees will not be dependent upon valuation, but simply on the work to be completed.
Several new fees are also being introduced on the proposed schedule. The current fee schedule does not provide for these fees, so the Town has not been able to recover its costs associated with the work noted.

These proposed Building Department fees will be considered by the Huachuca City Council on Thursday, December 11, 2025, at 6:00 pm, at Town Hall, located at 500 N. Gonzales Blvd, Huachuca City, Arizona.

If approved, these changes will go into effect on January 1, 2026.

Request For Proposals – Municipal Prosecution Services

PUBLIC NOTICE

Notice is hereby given that the Town of Huachuca City, Arizona will receive sealed proposals for Municipal Prosecution Services until 3:00 P.M., local time, September 29, 2025, when they will be opened by the Town Manager and Town Clerk.

All proposals must be directed to the following email address: blthorpe@huachucacityaz.gov. All proposals shall have “PROPOSAL FOR PROSECUTION SERVICES” written in the subject line. The full solicitation packet may be obtained from the Town Clerk at the same email address.

The Town is not responsible for the pre-opening of, post opening of or the failure to open a proposal not properly addressed, submitted or identified.

The Town reserves the right to reject any and all proposals or waive any informalities in the best interests of the Town. However, late proposals will not be considered.

Public Notice – Proposed Additional Landfill Fees

NOTICE OF PROPOSED ADDITIONAL LANDFILL FEES

The Town Council will consider setting additional landfill fees at its meeting on August 14, 2025.

The proposals will be as follows:

  • Unsecured load fee (Commercial/Business Customers)- $10.00
  • Bulky Item Fee (furniture, mattresses, white goods, etc)- $10.00
  • Oversize Item Fee (items exceeding 8′ in length [telephone and metal poles, etc] tree stumps and concrete exceeding 24″- $15.00
  • Unload Assistance Fee (hook up/pull out)- $10.00

This proposal is authorized by A.R.S. section 49-742, and Town’s Code section8.30.030 (A).

Public Notice-Fees Rates and Charges

In accordance with A.R.S. §9-499.15, notice is hereby given that the Town of Huachuca City may consider modifying fees, rates, or charges. The Mayor and City Council will hold a series of public work sessions starting at 6:00 PM on Thursday June 5, 2025, and a public hearing on July 17, 2025, at 6:00 PM, at 500 N. Gonzales Blvd, Huachuca City, AZ 85616, to discuss the Fiscal Year 2025-26 budget and property tax levy.

In fiscal year 2025-26, revenue from the Primary Tax Levy is estimated to fund approximately 3% of all General Fund expenditures, including General Administration, Public Safety, Parks and Recreation and other governmental activities.

User fees and charges are estimated to fund Water, Wastewater, and Landfill services. Rate modifications for these services may be discussed as part of the budgetary process, but separate and independent approval from the Mayor and City Council is required to implement any changes.

Copies of the Fiscal Year 2025-26 Tentative Budget will be available at City Hall, 500 N Gonzales Blvd, Huachuca City, AZ. 85616 after June 30th, 2025.

RFP for Fire/EMS Services

The Town of Huachuca City, Arizona, is requesting proposals for FIRE PROTECTION, EMERGENCY MEDICAL AND FIRE PREVENTION SERVICES.
