Job Title: Public Works Foreman
Department: Public Works
Reports To: Public Works Director
FLSA Status: Non-Exempt
Salary Range: $48,000 – $53,000

POSITION SUMMARY

The Public Works Foreman is responsible for the supervision, coordination, and hands-on execution of day-to-day operations related to the operation, maintenance and repair of municipal infrastructure. This includes streets, sidewalks, water and sewer systems, parks, public buildings, and fleet/equipment. The Foreman assists the public works director in ensuring all tasks are completed safely, efficiently, and in compliance with municipal and regulatory standards.

KEY RESPONSIBILITIES

• Coordinate and execute daily activities of public works crew across assigned projects and maintenance operations.
• Monitors and manages work orders and ensures workflow efficiency.
• Responsible for the maintenance and repair of roads, storm drains, water distribution and wastewater systems, public parks, and municipal buildings.
• Operate and oversee the use and maintenance of heavy equipment, vehicles, and specialized tools required for public works tasks, insuring adherence to safety protocols.
• Schedule and conduct regular inspections of infrastructure and public facilities; identify and prioritize maintenance needs.
• Provide on-the-job training and guidance to staff on proper methods, equipment use, and safety protocols.
• Maintain accurate records of work performed, materials used, equipment maintenance, and employee time.
• Communicate effectively with supervisors, contractors, and the public regarding project status and service requests.
• Identify improvement needs in infrastructure, maintenance practices, and workflow efficiency.
• Respond to emergency calls related to public works issues such as water main breaks, sewer backups, line failures and other urgent infrastructure issues.
• Ensure compliance with local, state, and federal regulations, including environmental and safety standards.
• Oversee pool maintenance and operation to include supervision of seasonal employees.
• Collaborate with city departments to support community projects and public events.
• Monitor inventory of materials such as valves, pipe, fittings, meters, and repair supplies, and make purchasing recommendations.

QUALIFICATIONS

Education & Experience:

• High school diploma or GED required; vocational/technical training in public works or related field preferred.
• Minimum of 5 years of experience in public works, construction, or utilities, with at least 2 years in a supervisory or lead role.

Licenses & Certifications:

• Valid AZ driver’s license; CDL Class B (or A) preferred or required.
• Certification in water/wastewater operations preferred.

KNOWLEDGE, SKILLS, AND ABILITIES

• Strong knowledge of municipal infrastructure systems, construction practices, maintenance practices.
• Experience in the maintenance and operation of heavy equipment, vehicles and specialized tools required for public works tasks.
• Ability to read and interpret blueprints, maps, and technical manuals.
• Proficient in basic computer applications (e.g., MS Office, maintenance software).
• Excellent leadership, communication, and problem-solving skills.
• Ability to work in all weather conditions and respond to emergencies during off-hours.
• Inventory management experience.

WORKING CONDITIONS

• Frequently works outdoors in varying weather conditions.
• Physically demanding; requires lifting, bending, climbing, and standing for long periods.
• Exposure to noise, dust, hazardous materials, and traffic.
• On-call availability for emergencies, including evenings, weekends, and holidays.
