The Huachuca City Police Department has not raised fees associated with impounds, public records requests and animal control in many years. However, the costs of providing these services have continued to increase. The proposed fee adjustments address those increased operational costs. To ensure that burden of these costs is not born by taxpayers, the Town of Huachuca City is proposing to increase these fees.
These proposed Police Department fee increases will be considered by Huachuca City Town Council on Thursday, December 12, 2024 @ 6:00 pm, at Town Hall located at 500 N. Gonzales Blvd, Huachuca City, AZ.

Huachuca City Garbage fees must be adjusted each year to keep up with the increased costs of providing services. In 2018, the Town began contracting its garbage service through Waste Management. Pursuant to the terms of the Town’s contract, the fees are to be adjusted annually to keep up with increased costs as measured by changes in the Consumer Price Index. Therefore, the following schedule is proposed to replace any and all existing garbage fee schedules.
The Town Council of Huachuca City will consider increasing its garbage fees at its meeting on December 12, 2024, at 6:00 p.m., at Town Hall located at 500 N. Gonzales Blvd, Huachuca City, Arizona. The increase proposals and fee establishments are as follows:

The voters of the Town of Huachuca City in 2020 adopted an Alternative Expenditure Limitation – Home Rule Option. The purpose of this election is for the continued use of the Alternative Expenditure Limitation – Home Rule Option.
Pursuant to A.R.S. § 41-563.01, the Town of Huachuca City Council voted to approve the proposed Alternative Expenditure Limitation – Home Rule Option at its regular meeting on June 27, 2024. The council vote was 6 For and 0 Against.
At the general election to be held on November 5, 2024, the citizens of the Town of Huachuca City will vote on a proposed Alternative Expenditure Limitation – Home Rule Option.
With voter approval, the Town of Huachuca City expenditures each year shall be limited to the estimated available revenues whether such expenditures are less than or exceed the State-imposed limit. As an example, in FY26, the State-imposed limitation plus applicable Constitutional exclusions would allow expenditures of $4,261,233. Under the proposed Alternative Expenditure Limitation – Home Rule Option, we estimate revenue and expenditures of $10,198,000.
If the voters approve, the additional expenditure authority will be used for all local budgetary purposes including general government, public safety (police and fire), streets construction and maintenance, sanitation pickup, wastewater, water, other public works activities, landfill, and capital projects. Revenues received from Federal, State, and local sources will be used to fund such expenditures. (The Town of Huachuca City property tax amount shall continue to be limited to the amount prescribed in the Arizona State Constitution.)
