COVID-19 Proclamation 2021-01

Mayor Wallace, in response to rising numbers of COVID-19 cases in Cochise County, has issued COVID-19 Proclamation 2021-01 which directs the Town Manager to roll back the phased re-opening of the Town’s buildings, including the senior center, library and town hall. The Mayor has also ordered and directed that meetings of the Town Council shall:

a. return to a remote meeting format, broadcasted from the Town Library; and
b. be conducted without calls to the public, though members of the public may submit written comments to the Town Clerk 24 hours in advance of the meeting; and
c. otherwise be conducted in accordance with the state’s open meeting laws.

The proclamation directs the continued implementation of Governor Ducey’s executive orders pertaining to restaurants and dine-in services, to ensure they implement protocols and best practices for businesses to address COVID-19 including physical distancing policies and limiting the number of diners, superseding previous guidance issued under Town Proclamations 2020-01, 2020-02 and 2020-03 pertaining to restaurants.

Mayor Wallace also respectfully requests that all local businesses, residents and visitors continue to adhere to the CDC’s guidelines through the implementation of social distancing, limiting the size of groups and following all other prescribed measures to prevent the spread of COVID-19.

COVID-19 MITIGATION STRATEGY FOR HOLIDAY EVENTS

COVID-19 MITIGATION STRATEGY FOR HOLIDAY EVENTS

In accordance with the Governor’s Executive Order 2020-59, and guidance from the Centers for Disease Control and Prevention and the Arizona Department of Health Services, the Town of Huachuca City has adopted the following Covid-19 mitigation plan.

1. The following persons should not attend in-person holiday gatherings:

People with or exposed to COVID-19
Do not participate in any in-person gatherings if you or anyone in your household:
• Has been diagnosed with COVID-19 and has not met the criteria for when it is safe to be around others
• Has symptoms of COVID-19
• Is waiting for COVID-19 viral test results
• May have been exposed to someone with COVID-19 in the last 14 days
• Is at increased risk of severe illness from COVID-19
People at increased risk for severe illness
If you are an older adult or person with certain medical conditions who is at increased risk of severe illness from COVID-19, or live or work with someone at increased risk of severe illness, you should avoid in-person gatherings with people who do not live in your household.
2. For those persons who choose to attend the Town’s Holiday events:

 All Town-Sponsored events will take place outdoors.

 All guests are encouraged to avoid contact with people outside of their households for 7 days before the gatherings.

 At all times, all guests should wear face masks, which cover their nose and mouth, except when eating or drinking.

 All guests should have a plan for where to store their masks while eating and drinking. Keep them in a dry, breathable bag (like a paper or mesh fabric bag) to keep them clean between uses.

 At all times, all guests should remain at least 6 feet apart from others who are not members of their household.

 All guests should avoid direct contact, including handshakes and hugs, with others not from their household.

 Before and after each event, all guests are encouraged to wash their hands with soap and water for at least 20 seconds. In the alternative, use hand sanitizer that contains at least 60% alcohol.

 All guests are encouraged to bring supplies to help everyone in their household to stay healthy. These include extra masks (do not share or swap with others), hand sanitizer that contains at least 60% alcohol, and tissues.

 All guests are encouraged to avoid contact with commonly touched surfaces.

 Town personnel will clean commonly touched surfaces and any shared items between use, when feasible, with EPA approve disinfectants.

 Town personnel may serve hot cocoa at the Polar Express event. Town personnel will adhere to guidelines from the Centers for Disease Control in preparing and serving the hot cocoa. To limit crowding, guests are encouraged to bring their own hot cocoa for themselves and for members of their own household only.

 Town personnel will be onsite at each town-sponsored event to monitor and enforce compliance with this mitigation strategy.

 If you attend a town-sponsored event and notice unsafe behavior or non-compliance with this mitigation plan, please notify town staff right away.

Adopted by Town Administration on December 3, 2020.

Sent to the Arizona Department of Health Services on December 4, 2020.
